Two numbers get quoted everywhere: 1,000 subscribers and 4,000 watch hours. Both are correct and neither is the thing that gets most applications rejected.
The thresholds
There are two routes into the YouTube Partner Programme, and you need one of them, not both.

Plus, in both cases: an AdSense account, 2-Step Verification enabled on the Google account, no active Community Guidelines strikes, and residence in a country where the programme operates.
What counts toward 4,000 hours, precisely
The threshold is stated simply and then trips people on the detail. Watch hours count only when they come from public, long-form video, watched within the trailing 12 months.

Two consequences catch people out. Deleting or unlisting an old video removes its watch hours the same day – a tidy-up of your back catalogue can push you backwards through the threshold. And the 12-month window is rolling rather than cumulative, so a channel that uploaded heavily two years ago and then went quiet watches its total fall rather than rise.
Shorts watch time never counts toward the long-form figure. The two routes are separate, and you cannot combine partial progress on each.
The reused content rule, which rejects more applications than the thresholds
This is the most common rejection reason and the one with the least useful official guidance. What matters is whether you added something a viewer could not get from the source material.
Reliably rejected: compilations with no commentary; text-to-speech read over stock footage; reaction videos where the reaction adds nothing; reuploads of content from other platforms or creators; automated or templated output at volume; slideshows of images set to music.
Reliably accepted: your own narration or commentary over any footage; original filming, however simple; editing that meaningfully changes structure or meaning; educational content written in your own words; reviews and analysis with a genuine point of view.
The distinction is not “faceless versus on-camera”. Plenty of faceless channels are monetized. It is whether a person made an editorial contribution. A faceless channel with scripted, researched narration passes. A faceless channel stitching other people’s clips together does not.
The application, step by step
- Confirm both thresholds in YouTube Studio under Earn. The dashboard shows trailing figures rather than lifetime totals.
- Enable 2-Step Verification on the Google account. Applications are blocked without it.
- Accept the Partner Programme terms.
- Create or link an AdSense account. One AdSense account can serve several channels you own.
- Submit for review.
Most decisions land within a month, some within days. If rejected you can reapply after 30 days, and the second review is carried out by a human against the same standard. Reapplying without changing anything is a month spent to receive the same answer.
Reaching 4,000 hours faster, legitimately
Watch hours are minutes multiplied by viewers, and most channels only optimise the second half of that.
Make longer videos. A 12-minute video retaining 40% delivers roughly five minutes per view. A 4-minute video retaining 60% delivers 2.4. The longer video needs less than half the traffic for the same watch hours, and this is the largest single lever available.
Live stream. Public live watch time counts toward the 4,000, and a stream running an hour with a handful of viewers banks hours faster than a short video reaching more people.
Do not delete underperformers. A video with 40 views is still contributing watch hours. Removing it removes them. Vanity tidying of a back catalogue has cost people their threshold.
Build playlists and end screens. Session watch time from a viewer moving to a second video counts in full, and it is the cheapest watch time you will ever get.
Check what already works. Sort Analytics by average view duration rather than views. The video holding attention longest tells you which format to repeat, and it is rarely the one with the most views.
Common questions
Do I need 4,000 hours every year to stay monetized? No. The thresholds are for entry. Once you are in YPP you stay in, subject to remaining active and compliant – though channels inactive for six months or more can be reviewed.
Can I combine Shorts views and long-form hours? No. They are separate routes and partial progress on each does not add up.
Do rewatches count? Yes. Genuine watch time is genuine watch time regardless of whether the viewer has seen the video before.
Does a strike reset my progress? No, but an active strike blocks the application until it expires. Your hours and subscribers stay where they are.
The February 2027 change nobody can quantify yet
YouTube has confirmed that YPP updates take effect on 1 February 2027, and that creators must review and accept updated Partner Programme terms by 31 January 2027.
What YouTube has not published is what the new thresholds will be. You will find articles stating confidently that watch hours double to 8,000 and Shorts views to 20 million. Those figures do not appear in YouTube’s own help documentation, and we are not going to repeat them as fact.
What follows is simply this: if you are close to the current thresholds, crossing them before February is worth more than crossing them after, because a channel already inside YPP is not re-assessed against new entry requirements. That is a reason to move, not a reason to panic.

Eight to eighteen months from a standing start is normal, and a meaningful share of channels never get there at all. That is worth saying plainly rather than implying it is a matter of effort alone.
The alternative
